    nBangladesh Pharmaceutical Society (BPS) is registered under the Societies Registration Act XXI 1860 and the Registration No of BPS is S-8683 (704). BPS is the officially recognized professional organization serving the Pharmacist community of Bangladesh, established in 1968 with the primary objectives of advancing the profession of pharmacy in Bangladesh and making the role of pharmacists effective and meaningful in formulating and implementing the National Health Programme. BPS is a member of International Pharmaceutical Federation (FIP) and Commonwealth Pharmacists Association (CPA). Since its inception in 1968, BPS is playing an active role in assisting the government to formulate and adopt policies regarding drug and their uses.     nIndonesian Pharmacists Association or Ikatan Apoteker Indonesia, abbreviated as IAI (was Ikatan Sarjana Farmasi Indonesia) is the only Professional Pharmacy Organization in Indonesia which is stipulated by the Decree of the Minister of Health of the Republic of Indonesia No. 41846/KMB/121 dated 16 September 1965.     Nepal – Nepal Pharmacy Council (NPC)

    nNepal Pharmaceutical Association (NPA) has played a pivotal role in the formation of the Nepal Pharmacy Council (NPC). The NPA’s exercise for preparation of the draft of the NPC Act took momentum after implementation of National Drug Policy 1995 (B.S. 2051) that clearly spelled out for the policy strategy (Section 4.4c) aiming to promulgate legislative measures to register pharmacy manpower engaged in the pharmacy profession. The draft prepared by NPA was discussed in the national seminar entitled “Need of Pharmacy Council for the Development of Pharmacy Services in Nepal” on 10 April 1997 (28 Chaitra 2053) on the auspicious occasion of NPA’s silver jubilee. The draft recommended by the seminar was submitted to the Ministry of Health and Population for further action. It was circulated to various organizations for their views and support. The draft received final approval of the Ministry of Health and Population only after NPA Executive board delegation has several rounds of discussion with the then Health Minister. Based on these discussions NPA submitted a justification document for the NPC Act, the summary points of which as reported by the Gorkha Patra on 2 Shrawan 2057 were:n

    • National Drug Policy was in favor of a legislative measure for registration of pharmacy manpower engaged in the pharmaceutical field.

    • The draft NPC document was recommended by the national seminar.

PNG Pharmacists are now seeing open doors and many are being training overseas as part of continuous pharmacy education. With the number trained there is still a large gap that needs to be filled. All started in 1994 with the certificate in Pharmacy Education under the National Department of Health. This was upgraded to University level and conducting the Diploma in Pharmacy Technology was then upgraded to the Bachelor of Pharmacy Degree. The first locally trained pharmacist graduated in 1997 and up until now the school is continually producing pharmacy graduates, many of which have furthered their education overseas in Australia and New Zealand and receiving their Masters and Doctoral degrees in Pharmacy. We have come a long way and we have quite a journey to go.     nThe Pharmaceutical Society of Taiwan (PST) was established in October 1941. The association, located in Taipei, has 484 members as of July 2022. Its members, mostly from academic setting with also pharmacist from hospital, community and industry, serve the public in a variety of professional areas. The aim of the PST is to enhance the career of its pharmacists through education, academic research and participation in international pharmaceutical conferences. PST is the major communication window of Ministry of Education who in charge of pharmacy education, Ministry of Science and Technology who provide funding for research, and also the most import one is the Examination Yuan, who in charge of the National Examination of Pharmacist.nnThe general assembly is the supreme authority of the PST. The PST has 25 directors and 7 supervisors. The 25 directors then choose 7 executive directors, who then elect one person to be the president. Similarly, the 7 supervisors choose 1 executive supervisor. The board of directors and supervisor meet quarterly to discuss all executive matters and set the policy of PST, however, issues such as changing the Statutes must be discussed in general assembly.nnAll the leadership positions within the PST are unpaid. They provide services for members under seven committees. The pharmaceutical education committee invites the dean or director from each pharmaceutical schools to discuss issues related to pharmacy education. The pharmaceutical science committee consisted of special interest groups (SIGs) in different area of research in pharmaceutical sciences. The hospital and clinical pharmacy and the community pharmacy development committee is to provide training and enhances business training and certification courses for hospital and community pharmacists respectively. The policies and regulations committee is to promote the regulatory sciences and act as the think tank on pharmaceutical related policy.     nGeneral InformationnnThe Pharmaceutical Association of Thailand under Royal Patronage (PAT) was founded in 1929 by a small group of Pharmacists who had graduated in Thailand as pioneers in modern pharmacy. It has been under royal patronage since 1948. The current permanent office building was officially established in January 1983. Currently, Mr.Teera  Chakajnarodom, is the 21st President, and Assoc.Prof. Kampanart Huanbutta, Ph.D. is the Secretary General of PAT. To date, PAT has over 8,000 individual members nationwide. They are all live-lime members and pay a one-lime fee through out their membership.nnPAT is a member of both regional and international pharmaceutical organizations.     nnThe Pharmacists’ role in the health system is very strategic. Their presence is important in each and every process – from research, production, distribution, right until patients receive the medicine they need in order to ensure the proper implementation of the principles of good manufacturing, distribution, and pharmacy practice. Similarly in health services, the role of pharmacists is vital in the process of selection, administration, and promoting adherence in the use of medicines by patients. In this time where concerted efforts are made by different sectors to achieve the Sustainable Development Goals, pharmacists, as health practitioners are further expected to embrace their role in the efforts to increase public health literacy.nnA systems approach will make pharmacists more effective in fulfilling their role in national development. In the macro context, the approach cannot be separated from the current pharmaceutical systems. Pharmaceutical system consists of all structures, people, resources, processes, and their interactions within the broader health system that aim to ensure equitable and timely access to safe, effective, quality pharmaceutical products and related services that promote their appropriate and cost-effective use to improve health outcomes. The function of pharmacists within the healthcare system is directly correlated with the country’s development. More developed countries often have more empowered pharmacists that are able to deliver the most optimal health outcome and the same case applies with the competence and capacity of pharmacists to fulfill the demands of the health system.nnCountries in the Asian region are quite diverse, and the value and function of pharmacists within each of their countries varying health systems are just as diverse. Some countries are quite advanced in recognizing the value of their pharmacists while many are still far from ideal. Despite the diversity, it is still possible to look at our common experiences and values. The people of Asia share a lot of similar cultural characteristics, historical experiences, and life values and I believe that these similarities are our main capital that will enable pharmacists from different countries to help each other and share knowledge and experiences in building and developing pharmaceutical systems in their own work settings. FAPA as a federation for pharmaceutical associations from Asian countries is prepared to serve as a platform to enable knowledge, experience, and skill transfer for pharmacists in Asia.nnIn addition to our highly-attended biennal scientific congress that have run for decades, FAPA strives to work towards developing opportunities for learning and collaboration through leadership forums and workshops on the most relevant issues in between each congress year.nnFAPA also encourages and supports our twenty-four (24) member associations in developing the pharmacy profession as stated in our vision: to be the leading international pharmacy organization, guiding Asian pharmacists and pharmacy associations to achieve professional excellence, and contribute towards making medicines safe, effective, accessible and affordable, thus, ensuring optimum health outcomes.nnI invite our pharmacist colleagues in Asia, as individuals and as members of their professional associations, to step forward and join in paving the way for a better pharmacy profession. This year, marking the 10th anniversary, we have arranged a series of live interactive online programs this year.     [vc_column_text]The Federation of Asian Pharmaceutical Associations (FAPA), was founded in 1964 as an international non-profit organization with its headquarters currently based in Metro Manila, Philippines. Its members are national professional pharmacy organizations from 24 countries in the Western Pacific, Southeast Asian, and Eastern Mediterranean Regions. FAPA holds its regular council meeting every year, and a congress hosted by its member associations every two (2) years. It is managed by the FAPA Bureau with the support of the FAPA Secretariat. The Federation has seven (7) sections that are dedicated to implementing various programs to address global health issues through the strengthening of pharmaceutical systems.[/vc_column_text]

    The organizational structure developed by the 15th FAPA Bureau and recommended for official adaptation of the FAPA Council in 2022.

    The FAPA council is the highest decision-making body of the organization and is composed of presidents/ designated representatives of Member Associations, Bureau Members, and Section Chairpersons.

    As the primary executive organ of FAPA, the FAPA Bureau, which consists of the President, Immediate Past-President, President-Elect, Five (5) Vice-Presidents and Secretary-General, oversees all activities and operations of the FAPA Sections, Regular and Ad Hoc Committees, as well as affiliate organizations. The FAPA Secretariat, led by the Secretary-General supports the FAPA Bureau in all its functions.

    The position formerly labeled as honorary president is expanded to include all former FAPA presidents in an advisory board that may be invited to provide counsel to the FAPA Bureau.

    Affiliate organizations are independent regional (Asian) organizations that are recognized as organizations that contribute to the overall vision of FAPA.

    1. Member Associations- are national pharmacy associations that are legally constituted in their respective countries. They are represented in the Council by the president of the association with voting rights.
    2. Associate members- are national pharmacy associations by specialty that are legally constituted in their respective countries. They are represented by their respective presidents in the Council but with no voting right.

    A Pharmacy association legally constituted in their respective countries   must submit a letter of intent to become a member of FAPA, the application form for membership and all other requirements for submission, must be addressed to the Bureau or through the FAPA President. Accomplished application form and documents shall be reviewed and evaluated by the Bureau. Any application for membership which might undermine existing policies of the Federation and the members’ entitlements under the by-laws, in any way, shall not be approved by the Bureau. The Bureau shall endorse the application of the association to the Council for approval of at least 2/3 of the body

    The membership fees of the member associations and associate members shall be determined by the Bureau and approved by the Council.

    The Council may remove the Federation members who have not fulfilled their responsibilities and their financial and other obligations or who have shown unworthiness of being a member. In the latter case, their removal must be approved by 2/3 vote of the Council.

    The Council, which is supreme, has in particular the following duties:

    1. approve reports of work done by the Bureau;
    2. discuss the financial report and approves the budget for the ensuing two years;
    3. elect the President-elect and the 5 Vice Presidents of the Bureau, and the chairpersons of the FAPA sections.
    4. admit member associations and individual members;
    5. approve the creation/dissolution of Sections and Special Committees of the Federation;
    6. evaluate and approve the Statutes recommended by the Bureau, which requires the support of two-thirds of those voting.
    7. approve rules of the Federation and decisions made by the Bureau, the sections and committees;
    8. decide upon the dissolution of the Federation in conformity with the provisions of Article 36.
    9. endorse the President elect to the President position
    10. provide policy directions of the Federation

    The Council meets every two years during the FAPA Congress. The President, upon the recommendation of the Bureau, may request the Council to meet whenever circumstances urgently require or to postpone or cancel  the holding of the FAPA Congress. The Council determines the place where the congress is to be held. Proposals on this concern should be sent to the Bureau. Voting and exchange of views may take place through registered letter, Fax-letter or E-mail in order to avoid calling of a meeting.

    The Secretary-General sends the agenda of a Council meeting and all relative reports to member associations of the Federation at least ten weeks prior to the FAPA Congress. The Bureau may include in the agenda of a Council meeting, proposals received within the period of six weeks, if it is considered urgent. Nevertheless, the Council can also decide to defer the discussion to another meeting of the Council or of the Bureau. Member associations may request discussion of proposals included in the agenda. The Council decides whether or not there is need of  immediate action.   A report of the proceedings of the Council meeting is prepared and sent to every member associations of the Federation within 2 months. In Council meetings, decisions are taken by a simple majority of votes of those who are present and with voting rights.

    The President of the Bureau shall have a four-year term with no re-election. The President of the Federation is ex-officio President of all the organs, Committees,sections and commissions of the Federation. He/She presides the meeting of the Bureau and the Council. He/She may schedule  for a meeting with the Bureau when he/she deems it necessary. The president with the assistance of Bureau shall submit an annual plan.

    He/She will automatically become President after 4 years or if the current president cannot perform the assigned functions for the unexpired term. In the latter case the Bureau selects one of the Vice Presidents to take the President elect’s position for the unexpired term. There will be no replacement for that vice-president.   President-elect, in the absence of the President shall preside over the meetings of the Bureau and the Council.

    The Secretariat is composed of a Secretary-General and his/her assistants. The President from among the members of the association members appoints the Secretary-General. He/ She has the right to attend all meetings of Organs of the Federation with no voting right. The Secretary-General shall maintain, under the supervision and according to the instructions of the Bureau and of the President, the relations of the Federation with its members and with third parties. The Secretary-General has the particular duty in consultation with the President, of administering the finances, keeping the records preparing agenda and minutes of the meeting, sending notices of meetings to members, and carrying out the decisions of the Organs of the Federation. The Secretary-General is also required to keep available the list of members of the Federation, congress delegates, Council, Sections, Committees and Commissions.

    5. be reimburse for travel and accommodation expenses when invited for official duties.

    3. Submit to the Secretariat written reports from sections of activities between congresses at least three months before the date of the FAPA Congress. Written Reports of activities during the FAPA Congress must be presented at the Council meeting. The approval of the Council is necessary in order to give them official standing.
    4. Attend the Council meeting during the FAPA congress or other meetings, upon invitation of the Bureau.
    5. Play active role in the management and conduct of activities and meetings of the section before and during the FAPA congress.

    FAPA Congress shall be held every two years in different Asian countries and hosted by a member association.  The congress shall provide an avenue for the sharing of expertise, for presentation of new developments or discoveries, learning of new strategies, networking with pharmacists from other organizations/countries. The President of the member association or his/her duly authorized representative may bid to host the congress at least 4 years before the congress, during the council meeting. The bid to host a congress shall be approved by the Council. There must be a Memorandum of Agreement between FAPA as represented by its president and the president of the member association prior to the conduct of the congress. The host of the FAPA congress and the Council shall jointly promote the congress to ensure its success.

           The objective of FAPA- College of Pharmacy is to conduct specialty training leading to a Diplomate in Pharmacy. The framework of its operation shall be prepared by the FAPA-CP Council, reviewed and recommended by the Bureau and approved by the FAPA Council. The FAPA-CP Council shall be headed by the President recommended by the FAPA CP Council to be appointed by the President of FAPA with the approval of the Bureau.     The Council or the Bureau may appoint special commissions to undertake defined tasks. Their reports must be submitted to the Bureau and to the Council. The special commissions may allow the Bureau to distribute the results  of the studies undertaken within the framework of the missions entrusted to them.

    The financial resources of the Federation shall be derived from :

    1. Annual fees from the member associations
    2. Gifts, voluntary contributions or legacies or subsidies given by government, corporate bodies or private individuals or non government organizations
    3. Income from Congress and other activities

    Annual Fees are due and payable before the first week of June of each year. If after one reminder, payment has not been made, the Council is authorized to make the necessary action.   An audited Financial report is required.

    The Federation pays for the travel and accommodation expenses of the President, the President-Elect, the Vice-Presidents, immediate past president and of the Secretary General in the discharge of their official duties.

    The Federation will not trespass on the domain of the member associations.

    Amendments to the Statutes. It shall only be made by the Bureau. Prepared amendments must be sent to the Presidents of member associations at least three months before Council meeting at which they are to be  reviewed and must be endorsed by at least five members of Bureau. President shall transmit the proposed amendments to Council members at least one month before the Council meeting. Approval of the proposed amendment shall be done during regular Council meeting which is held during the Congress. However in urgent cases, where approval is needed, voting can be done electronically by email or fax. Proposed amendments shall be officially adopted after receiving a two-third (2/3) majority of the voting.

    Any proposal for the dissolution of the Federation must originate from the Bureau or with a majority votes from of the members of the Council. No vote may be taken on this subject  at a Council meeting unless summoned by registered letter with at least three months’ notice. Members entitled to vote but unable to attend the meeting may in this particular case vote by registered mail. Should one-half of the members are absent or not represented the decision must be taken by registered postal vote and must secure at least two-thirds of the votes cast.

    The First General Assembly of the Federation was held in Manila on April 22-23, 1964, and the statute was amended on November 17, 1970, November 23, 1976, August 25, 1980, December 12, 1998, March 10, 2014 and 23 October 2018.
