    Dong-Churl Suh is a professor and Director of the graduate program at the College of Pharmacy at Chung-Ang University, Seoul, South Korea (CAU). He is also a Director of the Institute for Pharmaceutical Economics and Policy at CAU. He was the Dean of the College of Pharmacy and Dean of the Graduate School of Food and Drug Administration of CAU. He has also served for the FAPA Scientific Section as a chairman and the organizing committee of FIP Seoul meeting as vice-president Prior to joining CAU. he was a tenured professor and Director at Rutgers University School of Pharmacy. USA from 1994-2012.nnDr. Suh received his Ph.D. in Pharmaceutical Economics from University of Minnesota in 1993. his M.B.A. in Marketing from the State University of New York at Buffalo (1988) as well as his B.S. in Pharmacy (1979) and M.S. in Pharmacology from CAU. Seoul. Korea.nnDr. Suh’s research interests include cost-effectiveness of drug therapies and the impact of pharmaceutical care on patients resource utilization and outcomes, patients willingness to pay for pharmacists’ services. and impact of adverse drug reaction on treatment costs.nnDr. Suh has received several research excellence awards including Best Research Presentation Poster Awards from ISPOR three times: the New Investigator Award from the American Association of Colleges of Pharmacy: the Health Outcomes Research Award from the American College of Clinical Pharmacy: and the Marketscan Outcomes Research Award from Thomson-Medstat. He is currently serving as Advisor for various Department of Korean government and government agencies.

    Obtained Bachelor of Pharmacy (BPharm) from the Universiti Sains Malaysia Malaysia (USM) in 1992 and Doctor of Pharmacy (PharmD) from the University of Tennessee (UT), Memphis, USA in 1996. Completed post-doctoral fellowship at UT before joining USM until 2005. Joined the International Islamic University Malaysia (IIUM), holding the Head of Department and Deputy Dean (Academic Affairs) posts, before appointed as Dean, Centre for Foundation Studies in 2018.   Actively involved in pharmacy curricula development, implementation and monitoring. A panel member for accreditation of pharmacy schools under the Malaysian Qualification Agency and Malaysian Pharmacy Board. Principal, the Malaysian Academy of Pharmacy since 2008; facilitating discussions among deans from local public and private pharmacy schools. Chief coordinator of the Certified Smoking Cessation Service Provider programmer, core team member of the first national clinical practice guidelines (CPG) on Treatment of Tobacco Smoking, and Chairman of the 2016 CPG on Tobacco Use Disorder. Appointed as committee member for the technical working group on shisha and e-cigarettes, expert panel on e-cigarettes, Health Technology Assessment expert (smoking cessation) and vice chairman of Translating Evidence Towards Tobacco Control Policy committee. Continuously innovate teaching, training and supervising of undergraduate and postgraduate students, especially in smoking cessation and inter professional learning.

    Community Pharmacy SectionMr. Kimihide Nishio

    Mr. Nishio currently runs his five pharmacies in Toyama City, Japan. He has been working at a community pharmacy for 35 years and contributing to regional community residents’ health and hygiene, and medical care through filling a prescription, selling OTC drugs and taking health consultations, etc. Meanwhile, he has experienced the social changes in Japan such as progress of SDP and expansion of drugstores’ business due to a distribution reform. Therefore, he always looks for what a local pharmacy that meets the needs of the future should be. He is also actively involved in the affairs of the pharmacist’s associations, focusing on running the associations and training younger pharmacists. It is his desire to play an active part in Federation of Asian Pharmaceutical Associations as a section chair of Community Pharmacy Section by making use of his experiences.

    Dr. Yuh-Lih Chang is currently the director of pharmacy department, Taipei Veterans General Hospital (Taipei VGH). He has devoted himself to hospital and clinical pharmacy practice for over 25 years. During this time, Dr. Chang participated and led the development and renovation of pharmacy practice in expanding the scope of clinical pharmacy services, intensifying the collaboration with other medical professionals, and to set up the service model of clinical pharmacist conducted outpatient clinic services, promoting patient safety of medication use as well as the public image of pharmacists. Besides hospital pharmacy practice, Dr. Chang also contributed to pharmacy education and research, and has been recruited as a faculty in the department of pharmacology, National Yang Ming University since 2009. With broad research interests covering clinical pharmacy related topics and fields such as regenerative medicine and neurosciences, he has published more than 30 SCI papers. Dr. Chang actively seeks communication with international hospital pharmacy departments and pharmacy schools through supporting clinical pharmacists of Taipei VGH to visit and receive training in foreign countries and providing overseas training program for foreign pharmacy students and practitioners. In 2012, Mr. Joseph Wang initiated the annual Good Pharmacy Practice (GPP) international training program. Dr. Chang participated in the program design and served as the primary lecturer of the training program, committed to the promotion of pharmacy practice and safe medication use among Asian countries. In recent two years, as one of the expert group of FAPA foundation, he started to go overseas to provide on-site assistance for Indonesia to setup national standards on medication management. This year, Dr. Chang was honoured with the 2018 Ishidate Award in hospital pharmacy, in recognition of his contribution in the elevation of hospital pharmacy practice.

    Ms. Maria Rosario Barangan has more than 30 years’ experience in pharmaceutical manufacturing and quality assurance having occupied various positions from production assistant, production manager and quality assurance manager. Her expertise is to design and set-up pharmaceutical manufacturing facilities and to design and implement management systems. She is currently the Vice President for Manufacturing of E.L. Laboratories, Inc., the Quality Assurance Director of Elin Pharmaceuticals, Inc. and a professorial lecturer at the University of the Philippines, College of Pharmacy.nnShe obtained her Bacheior and Master of Science degrees in Industrial Pharmacy at the University of the Philippines Manila.nnShe is involved in various organizations, being a Director and former President of the International Society of Pharmaceutical Engineers (ISPE) Philippine Affiliate and the former Vice President of the Philippine Association of Pharmacists in the Industry (PAPPI).nnMs. Barangan received several professional awards such as the Ishidate Award for Pharmacists in the Pharmaceutical Industry from the Federation of Asian Pharmaceuticals Associations (FAPA), the Outstanding Pharmacist for Industry by the Philippine Pharmacists Association (PPhA) and the Outstanding Professional for Pharmacy by the Philippine Professional Regulatory Commission (PRC).

    Established in 1939, The Indian Pharmaceutical Association (IPA) is the oldest association of pharmacy professionals in India with a member base of over 14155 spread across the length & breadth of the nation. IPA operates through 20 state branches & more than 45 local branches. The members represent various facets of the pharmacy profession, such as the Industry, the regulatory, the community & hospital pharmacy and education. The Indian Pharmaceutical Association is a charitable trust and a non-profit making organization right from the beginning. The association has a constitution and functions on democratic principles. IPA’s major objective is to position the pharmacist as one of the important health care professionals of IndianThe IPA has five divisions representing the community pharmacy, the education, the hospital pharmacy, the industry and the regulatory affairs. IPA also has a student body, the IPA-student forum (IPA-SF), which is a sub-division of the education division. IPA’s official publication, Pharma Times, publishes the association news along with theme-based educative articles about various aspects of pharmacy and pharmaceutical sciences. The Indian Journal of Pharmaceutical Sciences, IPA’s official scientific publication, publishes peerreviewed research articles related to Pharmacy and pharmaceutical sciences.     (08) Japan- Japan Pharmaceutical Association (JPA)

    n

    The Japan Pharmaceutical Association (JPA) was established in 1893 and has a voluntary membership system.  The number of the members totals approximately 100,000.  JPA members are at the same time members of any of 47 prefectural pharmaceutical associations and consist of pharmacists engaged in every field of profession: community pharmacy (77.8 %), hospital/clinic (9.8 %), drug retailer (0.8 %), wholesalers (2.1 %), administration (1.5%), manufacturer/marketer (0.7 %), education and research (0.7 %) and others (6.6 %).

                The JPA’s principal activities include; (1)advancing pharmacy and pharmaceutical care; (2)contributing to providing healthcare through pharmaceutical care such as rational use of medicines; (3)providing instructions about public health; (4)increasing people’s awareness about pharmaceutical sanitation; (5)contributing to regional health and ensuring medical safety; (6)securing and supplying pharmaceuticals to cope with disasters; (7)cooperating with and supporting prefectural pharmaceutical associations; (8)specific insurance business, such as pension benefits for members; (9)welfare business for members; and (10) other activities.

                In response to peoples’ expectations, the JPA aims to ensure the developed system of the Bungyo (separation of dispensing and prescribing) [to implement GPP Guideline in Japan] and to bring about the healthcare system where pharmacy service is properly evaluated, as well as to ensure safety and security in use of medicines and to enhance competence of pharmacists.

    The Pharmaceutical Society of PNG (PSPNG) is responsible for professional matters of pharmacists in the country.  The Pharmaceutical Services in Papua New Guinea have steadily improved over the last 22 years due to a number of structural changes, policies, legal and educations changes made by the government.

    Our Pharmaceutical Society has played a role also in molding and shaping the face of pharmacy in the country.  One area which we encourage our members is to gain international exposer so we are better equip to improve on our work performance, on research , on continuous updating of our knowledge to go with new innovations that are currently being observed and to assist in solving issues which arise in our field.

    Pharmacy Education is perhaps the only component of Pharmacy in the country that has seen great change. PNG Pharmacists are now seeing open doors and many are being training overseas as part of continuous pharmacy education. With the number trained there is still a large gap that needs to be filled. All started in 1994 with the certificate in Pharmacy Education under the National Department of Health. This was upgraded to University level and conducting the Diploma in Pharmacy Technology was then upgraded to the Bachelor of Pharmacy Degree. The first locally trained pharmacist graduated in 1997 and up until now the school is continually producing pharmacy graduates, many of which have furthered their education overseas in Australia and New Zealand and receiving their Masters and Doctoral degrees in Pharmacy. We have come a long way and we have quite a journey to go. The Pharmaceutical Society of PNG is honored to be a back bone in modeling and also shaping and providing continues education for our pharmacist.

    The Pharmaceutical Society of Taiwan (PST) was established in October 1941. The association, located in Taipei, has 687 members as of June 2019. Its members serve the public in a variety of professional areas. The aim of the PST is to enhance the career of its pharmacists through academic research and participation in international pharmaceutical conferences.

    The general assembly is the supreme authority of The PST. The PAT has 25 directors (5 alternate directors) and 7 supervisors (2 alternate supervisors). The 25 directors choose 7 executive directors, who then elect one person to be the chairman. Similarly, the 7 supervisors choose 1 executive supervisor. After the most recent vote in March 2019, YawBin Huang was chosen to be the 33rd chairman of the PST.

    All the leadership positions within the PST are unpaid. They provide services for members, such as the pharmaceutical education, pharmacy practice, community pharmacy development, international affairs, and pharmaceutical industry committees. The pharmaceutical education committee invites pharmaceutical schools to discuss issues related to pharmacy. The pharmacy practice committee is involved with ongoing training of pharmacists . The community pharmacy development committee enhances business training and certification courses for community pharmacists. The international affairs committee participates in international pharmaceutical forums including FIP, WPPF, and FAPA. It has been under royal patronage since 1948. The current permanent office building was officially established in January 1983. Currently, Mr.Teera  Chakajnarodom, is the 21st President, and Assoc.Prof. Kampanart Huanbutta, Ph.D. is the Secretary General of PAT. To date, PAT has over 8,000 individual members nationwide. They are all live-lime members and pay a one-lime fee through out their membership.

    PAT is a member of both regional and international pharmaceutical organizations.   • Joining in the Fight Against Antimicrobial Resistance (AMR)

    Antimicrobial Resistance is a growing threat in many Asian countries and one of the major factors considered in this issue is the rational use of antimicrobials. Member associations of FAPA are called to encourage the Pharmacists in their respective countries to take an active stance and join other stakeholders to mitigate this problem.

    2015 FAPA Leaders’ Meeting on the Fight against AMR

    FAPA, with its eighteen (18) member associations, have committed to act on the increasingly alarming threat of AMR during the FAPA Leaders’ Meeting held on 12 September 2015, in Alabang, Muntinlupa City, Philippines. The discussion among the presidents and representatives of pharmaceutical associations (from India, Nepal, Japan, Australia, Singapore, Indonesia, Malaysia, Taiwan, Thailand, Macao, Philippines, South Korea, Cambodia and Vietnam) centered on future actions that are aligned to support the Global Action Plan on AMR, which was approved in the 68th World Health Assembly in May 2015 in Geneva, Switzerland.

     

    The meeting included a workshop where member associations identified key activities where their organizations can lead in relation to the five (5) Strategic Objectives in the Global Action Plan. Emphasizing the role of pharmacists in
    combatting AMR, the agreements in the group discussions include public, community, and individual interventions using intersectoral approach.

  • Leading the Good Pharmacy Practice (GPP) Movement in Asia

    Many Asian pharmacists wish to practice pharmacy at a level that is able to provide the best quality of care to their patients. Having trust and mutual respect within the healthcare team, while fulfilling their mandate as pharmacists is also the goal that many pharmacists wish to experience. Unfortunately, there are many existing barriers for this to be attained due to a variety of reasons. One particular concern is the lack of technical knowledge, skills and leadership support in the workplace in order to improve pharmacy practice. Working models of GPP exist in different countries especially in developed ones. However, these models are often already operating on advanced levels that may not be easily achieved by others due to applicability issues in different environments and cultures.
    Such is the case in many developing countries in Asia. Therefore, FAPA with the full support of FAPA foundation, has focused on gathering pharmacists from various Asian countries for training programs where they can learn how the existing GPP models were developed, and develop a program of their own in their respective countries and workplaces.

    With the aim of strengthening international collaboration and sharing of experiences in pursuing a higher standard of quality pharmaceutical services for the Asian people, FAPA foundation established a unique international GPP Training program for Pharmacists.

    GPP training in Taiwan in partnership with TVGH

    Now on its seventh (7 th) year, the partnership between FAPA foundation and Taipei Veterans General Hospital (TVGH) has continued to develop new GPP champions in different Asian countries. In the early part of the program, it included a classroom-based training course followed by an onsite visit to the hospital to gain insight and ask questions about how the hospital and clinical pharmacy services were improved. The program caters to FAPA foundation scholars, young pharmacists, other paid participants and pharmacy students as well. Through the years, there have been different partners in the organization of the program but sustainability is made possible through the continuous collaboration between different organizations that include: FAPA foundation, the FAPA hospital and clinical pharmacy section, TVGH, Taiwan Young Pharmacists Group (TYPG) and the International Pharmaceutical Students Federation (IPSF).

    Travel grant scholarships

    Since 2012, FAPA foundation has received over 150 scholarship applications and have awarded ninety-two (92) travel grants for pharmacists from thirteen (13) different Asian countries.

    The travel grant equivalent to an amount of USD 1,000 for each participant includes the reimbursement of each participant’s round-trip airfare and allocated for their accommodations, meals and other expenses incurred during the program. After the training program, awardees are expected to submit a report and suggest ways to explore future international collaboration for implementation of a program in their country. These suggestions are considered by FAPA foundation for future implementation.

    Online GPP course

    In 2018, the International GPP training program coursework is set to be fully conducted on-line. The training modules were developed by FAPA Foundation in collaboration with the Taipei Medical University and Taipei Veterans General Hospital. Experts from the Taipei Veterans General Hospital and Taipei Medical University recorded online modules containing videos on different levels of Good Pharmacy Practice and are accessible to any pharmacist who wishes to learn about GPP for free of charge.

    GPP training in Japan

    From 24 – 25 June 2016, the FAPA Community Pharmacy Section in partnership with the Japan Pharmaceutical Association, the Fukuoka City Pharmacists Association (FPA) and Daiichi University of Pharmacy held the first FAPA Community Pharmacy Workshop in Fukuoka, Japan. The program was attended by pharmacy leaders and innovators from different Asian countries to learn about the model community pharmacy systems practicing GPP in Japan.

    GPP program implementation in Asian countries

    GPP implementation cannot be achieved by training alone. In order to further encourage other Asian countries to initiate change in their existing pharmacy practices, FAPA foundation and its partner institutions also provide continuing close collaboration and support in the planning and implementation phase of these projects.

    GPP programs in the Philippines

    The University of the Philippines (UP) College of Pharmacy received a grant from FAPA Foundation to implement a GPP Project during the GPP Training Program held in Taiwan in 2013. The first project where the fund was used was the establishment of patient medication counselling services in the national university hospital and premier referral center of the Philippines, the Philippine General Hospital (PGH) out-patient pharmacy department. The beneficiaries of the program include both the patients in the hospital, and the students who were given an opportunity to interact with the patients as well. The project has been sustained and have trained over 300 pharmacy students and the impact of the program on students have also been documented in a published journal article available online.

    With the first project successfully turning into a program that is included in the pharmacy curriculum, the remaining fund from the initial grant has been used to pilot other initiatives such as Patient Medication History taking upon admission at PGH, establishment of clinical pharmacy services in a partner hospital, and joining the community-based Interprofessional Education (IPE) Program under the Community Health Development Program of the University. The CHDP IPE program is one initiative that has been sustained and provides valuable opportunities for pharmacy students to interact with the patients in their community but also work with students and professionals from other professions, enabling mutual respect and trust at an early stage of their professional development.

    GPP implementation in Indonesia

    In recent years, several highly publicized cases related to use of medicines, particularly vaccines and parenterals, have exposed the gaps in ensuring safety in the course of the medication use process in Indonesia. This is seen as a prime opportunity for pharmacists to step in and fulfill their role that could prevent this situation from happening again. While policies and standards promoting GPP have already been promulgated, there are still many factors contributing to the difficulty of implementing GPP that can still be addressed. with the support of FAPA and FAPA foundation. The first activity conducted to introduce GPP to more Indonesian Pharmacists was the site visit organized by FAPA foundation, the FAPA hospital and clinical pharmacy section, and TVGH from 18 -21 February 2016 for the Indonesian Pharmacists Association (Ikatan Apoteker Indonesia or IAI) to discuss the next steps in the collaboration.

    The hospital visit was followed by a signing of Memorandum of Understanding (MOU) between IAI and the FAPA foundation during the Annual Congress of IAI on 25-30 September 2016. A collaborative meeting was also held to discuss based on the malpractice cases, the proposal of improving pharmacy services in hospitals by applying GPP principles in the steps related to the procurement, distribution, dispensing and administration of medications.

    On 9 July 2017, Mr. Nurul Falah Eddy Pariang, President of IAI and Dr. Kusnanto Rusdi, Chief of Health Office of Bekasi City, signed the MOU about the implementation of GPP in the Bekasi City hospitals. This was followed by a group meeting between FAPA president, Mr. Joseph Wang and the IAI Committee to discuss areas where FAPA foundation experts can contribute in the project.

     

    From 4-8 August 2017, the FAPA foundation GPP expert group and the IAI committee formed the GPP consultant team (GPPCT) to develop Standard Operating Procedures (SOP), forms and proposed timelines to be used by the hospitals in Bekasi City. The templates made included the following: 1) Medication Management Organization, 2) Formulary Management, 3) Disposal of Pharmaceuticals, Chemical Waste and Medical Consumables, 4) Purchasing and Distribution, 5) Drugs Withdrawal or Recalled, 6) Wasting Medication Product, and 7) Storage. These materials where turned over in 7 August 2017, when all forty (40) directors and pharmacy managers of the hospitals in Bekasi City gave their commitment by signing the MOU with the government to ensure a better environment conducive to patient safety.
