    Dear ALL Pharmacist Colleagues and Fellows:

    That the people in Thailand encounter such an unexpected great loss in their life time, our beloved Late HM King Bhumibol Adulyadej the Great has passed away since October 13 of 2016, first of all, we would like to express our gratitude towards all your condolences and sympathy.
    Moreover, we can assure all would-be participants of 2016 FAPA Congress, being held in Bangkok BITEC Bangna during November 8-13 of 2016, will definitely experience Thai Hospitality, not to mention the well-defined congressional events.
    We can also state that, during your stay in Thailand, all environment conditions, including political and economic aspects, will be unchanged. The country remains stable without any unrest events or activities. You may act and behave as normal/usual. Please feel free. Life in Thailand will proceed and remain as normal.
    The only things we may ask you are that please just respect our sorrow and grief. Nothing more. Please enjoy the FAPA Spirit and Traditions as you feel like.
    Last but not least, whether some of you do not mind, the  Pharmaceutical Association of Thailand under Royal Patronage will provide you, per request, strips of black ribbon for attaching at you left arm to show your respect. Anyway, it is certainly up to your wills.
    We hope to welcome you at the 26th FAPA Congress in BITEC, Bangkok, Thailand, due come.

    He was graduated from the School of Pharmacy, Taipei Medical University in year 1973 and he’s developed his career in pharmacy for his life time.  Starting from being a sales representative, hospital pharmacist, domestic pharmaceutical manufacturer, and finally set up his own Yes Chain Pharmacy.  Up until 3 years ago, he sold his chain store to Zuellig and he eventually devoted himself fully to the work for FAPA and FAPA Foundation.

    His first FAPA Congress was in Bali in year 1987!  And in year 2000, he was elected as the chairperson for the Community Pharmacy Section, and then he’s started his life adventure with FAPA.  In year 2014, he inaugurated as president of FAPA and starts his new term in FAPA with rest of the Officers.  In his inauguration speech he mentioned he will make FAPA bigger, better and stronger.

    During his term, he’s committed himself to focus on priority targets and these are: (1) TO MAKE FAPA BIGGER, that is to increase membership so that more countries will be influenced to pursue advancement in pharmacy education, science and practice, (2) TO MAKE ASIAN PHARMACY PRACTICE BETTER, by adopting Good Pharmacy Practices and ensuring that pharmacists contribute to the attainment of better health outcomes for patients and populations, and (3) TO MAKE FAPA STRONGER by having a close working relationship with lead global health organizations like the World Health Organization.  He also supports those programs that would address non-communicable diseases (NCDs), rational antimicrobial use, their fight against antimicrobial resistance as well as Spurious, Substandard, Falsely-labeled, Falsified and Counterfeit Medicines (SSFFC), among others.

    In his belief, pharmacists have a lot to offer by providing safe, efficacious and quality medicines; promoting health and well-being of populations; promote medication adherence and proper use of medicines; and provide medication and health advice whenever patients need them.

               DR OLIVIA M. LIMUACO IS THE DEAN OF SCHOOL OF PHARMACY, CENTRO ESCOLAR UNIVERSITY FOR 22 YEARS (1991-2013). SHE IS A FACULTY MEMBER OF THE SCHOOL OF PHARMACY (1977-TO THE PRESENT). SHE INITIATED THE OFFERING OF LADDERIZED PHARMACY PROGRAM (4YR BSP, 5 YR BSP IN Clinical Pharmacy AND 6 YR Doctor of Pharmacy Program) IN 2008 AND THE FIRST TWO YEAR POST BACCAULAUREATE DEGREE LEADING TO  DOCTOR OF PHARMACY IN THE PHILIPPINES IN 2005. SHE IS CURRENTLY THE VICE PRESIDENT OF CENTRO ESCOLAR UNIVERSITY AND DEAN OF STUDIES, MAKATI CAMPUS.

    SHE WAS PRESIDENT OF THE PHILIPPINE ASSOCIATION OF COLLEGES OF PHARMACY (PACOP) TWICE. SHE WAS A FOUNDING MEMBER OF THE ASIAN ASSOCIATION OF SCHOOLS OF PHARMACY (AASP).  SHE IS A MEMBER OF THE INTERNATIONAL PHARMACEUTICAL FEDERATION (FIP).

    SHE HOLDS DIFFERENT POSITION AT PPHA SINCE 1989 UNTIL SHE BECAME THE PRESIDENT OF THE PHILIPPINE PHARMACISTS ASSOCIATION FROM 2014-2016. DRAFTED THE PPHA CODE OF ETHICS WHICH WAS APPROVED BY THE PPHA AND RECOMMENDED THE CHANGE OF THE PHILIPPINE PHARMACEUTICAL ASSOCIATION NAME INTO PHILIPPINE PHARMACISTS ASSOCIATION.

    SHE SERVED AS THE SECRETARY GENERAL OF THE FEDERATION OF ASIAN PHARMACEUTICAL ASSOCIATIONS (FAPA) FOR 23 YEARS (1991-2014) AND NOW, ONE OF ITS VICE PRESIDENT FROM 2014 TO 2018. FOR 23 YEARS, SHE SERVED AS THE LINK THAT ENSURES THE CONTINUITY OF THE FAPA OPERATIONS FROM 1964 TO THE PRESENT.

    Yearly, the FIP Foundation for education and research awards congress scholarships to support pharmacists from different regions of the world to develop in line with the objectives of the foundation. The application process involves online submission of documents required by the foundation together with recommendation letters from the applicant’s supervisors or officers of professional organizations. It would be helpful to highlight in the application documents, the applicant’s engagement in the profession and how the congress would be able to help out in their future plans.

    As a young pharmacist in the Philippines, I am very fortunate to have been working with the Philippine Pharmacists Association (PPhA) for the past few years. I started being active in the PPhA as a student-volunteer during PPhA activities through my then professors, Mr. Roderick Salenga and Mr. Paul Quizon, who are now board members of PPhA. In 2014, I started working with PPhA as an assistant of Dean Yollie Robles and Ma’am Leonie Ocampo in the development of the Competency Assessment Tools for the TESDA Pharmacy Services NC III together with 2 other young pharmacists, 2015 FIP Congress scholar Diane Aninon and the PPhA South Metro chapter President Isaac Linatoc. This is probably the most important work that I had done with PPhA as this is now being cascaded all throughout the Philippines as the standard training program for pharmacy support workforce and will be ladderized to the new 5-year outcomes-based pharmacy curriculum. Aside from Pharmacy Services NC III, I have also shared my non-pharmaceutical skills (i.e. digital design, desktop publishing, etc.) in various PPhA programs and projects. Looking forward, I aim to continue my engagements with the PPhA and hopefully I may be able to participate in the development of the 5-year BS pharmacy curriculum & development of tools for the continuing professional education of pharmacists.

    This year Su Su from China and myself were the congress scholars from the western pacific region. For those who are not yet familiar with the FIP World Pharmacy Congress, it is the annual gathering of pharmacists all over the world serving as a platform to share developments and advancements within the profession. From the perspective of a first-timer like me, the FIP World Pharmacy Congress provides an opportunity to:

    • Learn from pharmacists all over the world
    • Expand your network within the pharmacy profession
    • Meet new friends and experience different culture
    • Travel to different cities in the world

    With these learning opportunities during the congress, it is truly an experience that could contribute to our professional and personal growth!

    There were at least 50 learning sessions categorized into 4 themes that one can choose from during the 6-day congress. This had me wishing that I can split into several bodies to be able to attend to each and every one of them. But of course, that is impossible so you have to prioritize topics that will be relevant to your practice and interest. Each session may also have variations in format and you will always have opportunity to interact with the speakers through an open forum or personally approach them at the end of the sessions. You can exchange business cards, email or even twitter or facebook. You may also take selfies with the speakers if you like, everyone is very friendly. Aside from the formal sessions, there are a lot of opportunities to learn from other pharmacists informally as well. After each day of the congress, there would be social gatherings and reception dinners that would allow you to meet pharmacists from other countries or catch-up with old friends if you are a regular attendee.

    As a first-timer, I took all the opportunities to gain new friends and expand my network during the congress. I participated in business meetings, parties and even in the fun run. It was always a delight to learn fresh perspectives from pharmacist from other countries of different background and varying experiences. Sharing a common passion with them was truly an inspiring experience. It made me want to do more and be more as a Filipino Pharmacist.

    The congress is also a good opportunity to explore different places and experience different culture as the FIP World Pharmacy Congress is held in different cities of the world every year. Last year it was in Germany, this year in Buenos Aires, Argentina and next year will be in Seoul, South Korea.

    If I have to highlight a specific learning from the sessions I have attended, I will definitely choose the parallel session about in-pharmacy screening methods. Pharmacist Juan Hoyos Miller shared their experience on HIV rapid screening test which pharmacists are already doing in Spain while Pharmacist Ally Anderson shared their practice on anti-microbial stewardship in community pharmacies in several states in the US. To be honest, I was a bit envious of how advanced the pharmacists’ roles have evolved in these countries compared to us in the Philippines, but then later on I realized that it is not impossible to attain this in the Philippines as I remember the provisions on the expanded roles of the pharmacist in the new Pharmacy Law. Alas! Soon, the Filipino pharmacist can do more, and be more.

    There were several other interesting sessions during the congress, and it would be impossible to summarize all the lessons I gained from my first FIP World Congress. But after the congress I have realized many things. For one, as a pharmacist from a developing country such as the Philippines, I cannot over-emphasize the importance of learning the basic and essential things as a pharmacist. The formative years of studying pharmacy may not make us instant experts, but ensuring we learn the fundamental concepts that will enable us to become capable pharmacist is the foundation of developing and promoting pharmacy practice in a society that seems to have had forgotten the important roles of a pharmacist. Moreover, while many countries are ahead of us, there are also many who are excitedly looking at our progress. It’s very important that we be grounded with our currently reality and never be afraid to continuously learn—as a person, as a profession and as a nation. I also found a much greater appreciation to the leaders of the previous generation that has done great work in making it possible for us young pharmacist to be the change that we want.

    In ending, there would be three key messages that I would like to share as a product of my experience in the FIP Congress. First, I would encourage everyone to be active in the profession and the professional organization. It is often easier to wait for things to happen, or sometimes it’s easier for us to complain about our situation and be critical of others than work towards transformation. I believe this is not efficient. I will have to mention it again, let’s be the change that we want. Our ideas cannot change the world if they stay as ideas. Secondly, I will also suggest that you follow your passion, dedicate yourself to a cause, and put your heart in service of the profession and do all these things with integrity and excellence and opportunities will come knocking at your door. Finally, be thankful. By acknowledging the direct and indirect contributions of all the people around you for your personal growth or for the growth of the profession, we will always be striving to give back. As more people try to give back, the more people will be united in uplifting our profession. It may never be easy, but it will be worth it.

    The Pharmaceutical Society of Taiwan (PST) was established on 5th July, 1942. Since then, the PST serves as a spearhead of the pharmacy world in Taiwan. We’ve involved in several revolution of pharmacists’ profession and the curriculum of pharmacy education in Taiwan.

    The PST is governed by a 32-member Council, which are elected by the members every three years. Currently, Professor Jih-Heng Li, serving as the president of PST, leads the 32rd board of council. Furthermore, PST has five committees focusing on the development of different phases in pharmacy, the committee of pharmacy education, pharmacy profession, industrial pharmacy, international affairs and the development of community pharmacy.

    The PST has constant cooperation with Taiwan FDA, in charge of every renewal of the Pharmacopoeia in Taiwan. The PST’s vision is to integrate the forces of pharmacy, develop all phases of pharmacy and work with other health-care professionals, in order to ensure a good health care system in Taiwan.

    Introduction

    Nepal Pharmacy Council is a regulatory authority established through Nepal Pharmacy Council Act, 2000 to make effective pharmacy profession through systematic and scientific operation. The functions, duties and power of the council are as the followings:

    • To prepare policy, plan and program for the scientific management and operation of pharmacy profession and implement them
    • To provide recognition to the educational institutions and the diploma or degree provided by such institutions.
    • To determine the standard of curricula, condition for admission and examination system of the educational institutions providing pharmacy degree and ask the details as required whether standard so determined are met or not and abrogate the certificate and degree awarded by the educational institutions which do not comply with standard so determined.
    • To determine the qualification required to carry out pharmacy practice and register the name as pharmacist and pharmacy assistant.
    • To remove the name of pharmacist or pharmacy assistant from the registration book if not observed the professional specified code of conduct.

    Major Activities of the council

    • The council has developed guidelines for the minimum requirement for running diploma, undergraduate and post graduate programs
    • Provides accreditations to the pharmacy colleges
    • Provides no objection certificate to the students willing to join undergraduate course in foreign colleges
    • Have developed code of conduct in pharmacy practice, minimum qualification required to be an author for pharmacy text books
    • Providing registration after licensing examination
    • Development of pharmacy curriculum
    • Radio programs for promotion and development of pharmacy profession
    • Active role to combat antimicrobial resistance and rational use of drugs

    Special activity

    • Cash relief to the earth quake victims with the help of FAPA and its member organizations
    • Special radio education program to earthquake victims of Nepal

    Dr. Yolanda R. Robles obtained B.S. Pharmacy degree from the University of the Philippines and finished Masters and PhD in Pharmacy from the University of Tasmania in Australia.

    She worked with the University of the Philippines for the last 25 years and at present, a Professor at the College of Pharmacy.  She served as the Dean of the UP College of Pharmacy (2001-2007) and was also the President of the Philippine Association of Colleges of Pharmacy (PACOP) (2004-2006).  Currently, she is a technical expert for the TESDA Pharmacy Services National Certificate III.

    She is the Training Director of the MedExpress Outpatient Pharmacies and a training consultant, module developer, and facilitator for various pharmacy services in both community and hospital practice. She is the current President of the Philippine Pharmacists Association (PPhA); Past President and now Honorary Advisor of the Asian Association of Schools of Pharmacy (AASP); Country Chair and Past President of the Asian Conference on Clinical Pharmacy (ACCP) and the current Secretary-General of the Federation of Asian Pharmaceutical Associations (FAPA). She had served the Philippine Department of Health as member of the National Formulary Committee and as a researcher and trainor in pharmaceutical supply chain management.

    Her research contributions are in the areas of health policy, pharmacy education, and practice and to her credit, has several scientific publications, practice articles and presentations in national and international conferences.

    FAPA PRESIDENT’S MESSAGE AT THE BANGKOK PRESS CONFERENCE

    Good morning to all who are present here today. It is my pleasure to introduce to you the organization I represent, the Federation of Asian Pharmaceutical Associations (FAPA). It is an organization established in 1964 with the vision to be the leading international pharmacy organization guiding Asian pharmacists and pharmacy organizations to achieve professional excellence and to contribute towards making medicines safe, effective, accessible and affordable, thus ensuring optimum health outcomes.

    With a current membership of 18 member associations, FAPA aims to establish partnerships with the World Health Organization (WHO), International Pharmaceutical Federation (FIP), and other allied healthcare organizations in cooperation with governments and other agencies. It will also promote advancement in pharmaceutical education, pharmaceutical sciences and good pharmacy practice. Together with member associations, FAPA will work towards harmonization of pharmacy legislation among member countries to meet the challenges of pharmacy practice. Through our professional and scientific meetings, we hope to encourage professional growth and networking among pharmacists in Asia.
